Budgeting a ground-up project

Separate land, construction, professional services, permits, utilities, financing expenses, and contingency. Contractor bids can exclude work that remains necessary for completion. Reconcile the estimate with the actual plans and responsibilities before evaluating the financing request. A complete budget should show when expenses arise as well as how much the project is expected to cost.

Draw schedules and inspections

Construction financing may release proceeds as work progresses. Draw requests can require inspections, invoices, and supporting records. Ask what counts as completed work and whether payment occurs before or after reimbursement. Align the contractor’s payment expectations with that process to avoid working-capital gaps during the build.

Contractor scope and changes

A written scope identifies materials, tasks, responsibilities, exclusions, and the procedure for approving changes. Compare the contract with the budget and draw milestones. Changes may affect cost, completion time, and financing availability. Establish who can authorize additional work and how it will be funded before construction begins.

Contingency and carrying costs

Unexpected site conditions, weather, material changes, and scheduling conflicts can delay a project. Maintain a contingency alongside reserves for interest, insurance, taxes, and other holding expenses. Confirm how overruns would be handled. An approved construction allocation does not guarantee that every later design change can be financed.

Completion and permanent financing

A planned sale or refinance requires its own timeline and documentation. Include final inspections, occupancy requirements, title matters, valuation, and underwriting in the exit schedule. The visible end of construction may precede completion of administrative requirements. Compare that full timeline with the loan’s maturity and any written extension options.
